in santa rosa in october. ktvu's alex savidge joins us now from santa rosa with more on what's happening today. >> reporter: later on this morning the sonoma county board of supervisors will begin assigning that task force which will be made up of members of the public and law enforcement. it's a 21-member panel that will come up with an independent review process for officer involved shootings. some of the options could be a citizen review board or an independent citizen auditor. under the current system, the district attorney investigates officer involved shootings and decides if a crime was committed and then a grand jury reviews those findings. but anger over the deadly shooting of andy lopez in october prompted calls for change. investigators say sheriff's deputy eric yellhouse shot and killed the 13-year-old after mistaking the teen's airsoft bb gun for a real ak-47. lopez's family has filed a civil rights lawsuit against the deputy and the department claiming that shooting was unjustified. the santa rosa police department in the meantime is still investigating, and this county boa
that sonoma county deputy mistook for a real one. the santa rosa county democrat said one possible healing action that supervisors may take on tuesday is to create a park baring lopez's name in the neighborhood where he grew up and died. >>> new at 5:00, a man was arrested on the puget sound today after authorities say he stole a ferry. seattle police say the man stole a victoria clipper high speed ferry this morning that traveled between the port of seattle and vancouver british columbia. he locked himself in the pilot house and left the boat drift about 300 yards into elegant bay. police boarded the ferry and arrested the man on grand theft and piracy charges. they are still trying to figure out exactly how he managed to take the ferry in the first place. authorities are advising residents about a mountain lion sighting this morning. the cat was spotted near razorback ridge trail in woodside. that's in the windy hills preserve. residents are being warned not to approach the animals if they see them. those who respond to those sightings, we all need to think twice before they act. a new l

pictures of the nasty weather on their social media sites and sending them to us here at cnn. rosa florez has been collecting all of them. what are you seeing? >> you said it well, people are staying inside, so a lot of time snapping photos and submitting them to social media. but it is treacherous out there, one i-reporter submitted this photograph, overturned vehicles like this one in illinois have been a common occurrence in the states getting pounded by ice and snow. i-reporter jason aselen snapped this picture in michigan and also took some video that helps tell the story for him. he says that they're worried, they've been dealing with this for days. normally they see heavy snow first before the temperatures actually drop very low, which means water pipes have snow insulation he called it, but this time they saw about 6 inches of snow, then it rained which created a layer of ice and quite the mess he says. they're afraid that those water pipes will burst, and, of course, he said kids are forced to stay inside. no playing outside for those kiddos. >>> in areas of texas the chilling te
